The announcement was made by JSC RZD President Vladimir Yakunin at a press conference at the 6th International Business Forum Strategic Partnership 1520.

The Concept consists of three parts:

improvement of the existing transport system (including an overnight train service with convenient arrival times at the venues of the WC-2018 events;
infrastructure modernisation to increase speeds up to 160 and 200 kmh;
development of a high-speed train service (up to 220 kmh).

The Concept is subject to approval by the RF Government.
